内容介绍 :	Congee Man sub-rents the third floor of an old-style Chinese building. Because of stringent enforcement of water supply restrictions, Congee Man cannot run his business. His family plunges into financial hardship. Unbeknown to him, Fatso Cheung who lives downstairs is saving up water illegally to line his own pocket, so the families upstairs cannot get water supply . Pathetically, they shout: "People downstairs, turn off the tap!". Cheung is not thoughtful of his neighbor's need The landlord of the third floor also disregards the needs of the tenants, he prioritizes his turn over others by saying he needs to give water to his foster son, Corky Chiu. Other people cannot get their turns. At last, Congee Man could hardly manage his congee business because of lack of water supply. Corky Chiu has a crush on Congee Man's daughter Miu-Ying's beauty and he always harasses her. Congee Man closes down his business because of no water supply, because he owes Cheung 500 dollars, so Cheung takes away his hawker license. Ying has to work as night club hostess to pay off the debt until the license is retained. Congee Man and his family are helped by his neighbors nevertheless. Seventh Aunt who washes clothes and the three bachelor brothers Paint Bucket, generously lends his hand to Congee Man to help him resume his business even though they are very poor themselves, and they bring Cheung to justice.
